Accessibility statement

This accessibility statement applies to www.elto.org.uk, run by the Employers' Liability Tracing Office (ELTO). It does not cover the Employers' Liability Database search service at eld.elto.org.uk.

We want as many people as possible to be able to use this website. For example, you should be able to:

  • change colours, contrast levels and fonts using your browser or device settings

  • zoom in up to 400% without the text spilling off the screen

  • use the website on a phone, in portrait or landscape

  • move around the website using just a keyboard

  • move around most of the website using speech recognition software

  • listen to most of the website using a screen reader, such as JAWS, NVDA or VoiceOver

We've also tried to make the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • our video, "Becky's Story", has captions but no transcript

  • some images do not have a useful text description

  • choosing a sort order on the Publications page reloads the page straight away, without warning

  • some pages skip heading levels, which makes them harder to move around with a screen reader

  • many of our older PDF documents may not be fully accessible.

Content that is not within scope

PDFs and other documents. Many of our older annual reports and business plans are PDFs that may not be fully accessible. If you need one in a different format, contact us and we'll provide it.

Third party content. The video player is provided by YouTube and the cookie banner by Cookiebot. We do not control how these are built, but we choose them with accessibility in mind and report problems to the suppliers.

Disproportionate burden

We are not claiming that fixing any of these problems would be a disproportionate burden.

What we're doing to improve accessibility

We're working with our web partner, Digital Wonderlab, to fix the problems listed above by the dates shown. We will also:

  • test the website with screen readers and speech recognition software by Dec 2026

  • add captions and a transcript to every new video before we publish it

  • train the people who update the website to write clear link text and image descriptions

  • check new pages and documents for accessibility before they go live

  • retest the whole website at least once a year, and after any major change

We'll update this statement as each problem is fixed.

Preparation of this accessibility statement

This statement was prepared on 15 October 2026. It was last reviewed on 15 October 2026.

This website was last tested on 15 October 2026 against the WCAG 2.1 AA standard. The test was carried out by Digital Wonderlab.

We tested all 59 pages listed in our site map. Testing used automated checks and manual checks of keyboard use, colour contrast, zoom, text spacing, page layout on small screens and video captions. Screen reader testing with NVDA and VoiceOver.

A full accessibility conformance report is available on request.
